Brief Introduction of Mariano Marcos State University

The Mariano Marcos State University (MMSU) has metamorphosed into a well-known learning institution in the Ilocos Region. Named after the father of the late President Ferdinand E. Marcos, MMSU was established on January 6, 1978 by Presidential Decree 1279.

 

The university is relatively young compared to other state universities in the Philippines. However, MMSU's root anchored deep, its foundation is strong, and its beginnings all proven historical turning points as far back as the early 1900's.

 

At present, the university is under the leadership of Dr. Miriam E. Pascua, who was invested into office on May 03, 2005. Her leadership advocacy is to continue and/or put some modification/innovations to the existing programs and projects of the university in its four-fold functions of instruction, research, extension and agribusiness. With her headship, MMSU has made a mark of excellence in the academic community as evidenced by the remarkable performance of graduates in licensure examinations and contest. With this exemplary performance, the university was included as the top performing schools in the Philippines.

 

VISION

The University is envisioned as a major source of industry-ready graduates and market-oriented technologies for agro-industrialization in the context of sustainable development.

MISSION

      

It aims to contribute substantially to better quality of life and ecological balance through quality resident instruction, productivity client- oriented research and extension programs and projects supported by adequate manpower educational resources and information technology.

 

FUNCTIONS AND OBJECTIVES

      

The MMSU is a comprehensive institution of higher learning with a four-fold function, namely: instruction, research, extension and production. It is mandated by its charter to provide advanced instruction in the arts, agriculture, and the sciences as well as technological and professional fields. The university specifically endeavors to:

·        Offer a wide range of academic programs at the certificate, associate, baccalaureate, masters and doctorate levels;

·        Maintain a broad range of research programs both in the basic and applied sciences, especially in the arts, agriculture, agribusiness, agroforestry, fisheries, teacher education, rural sociology, management and technology, which will generate knowledge and provide a basis for solutions to the development needs of the province and the region;

·        Provide off-campus instructional continuing education and extension services to meet the needs of residents of the province and the region within the context of the regional and national non-formal education program; and

·        Serve as the locus for the regional cooperative and development center for public and private colleges and universities in the Ilocos Region.

 

ADMISSION POLICIES FOR FOREIGN STUDENTS

  1. Accomplished undergraduate admission application.
  2. Two original copies of the Official Transcript of Records from high school attended duly authenticated by the Philippine Foreign Service Post located at or having consular jurisdiction over his country of origin or place of residence.
  3. A copy of birth certificate or passport duly authenticated
  4. Two original copies of a notarized affidavit of support of the applicant's to support him.
  5. Six (6) original copies of Personal History Statement (PHS) duly signed by him both in English and in his national alphabet and stamped with his personal seal, if any, and containing among others his original 2"x2" photograph or plain white background recently taken and his original left and right hand thumbprints. PHS forms may be obtained from any Philippine Mission abroad.
  6. A foreign applicant whose native language or whose medium of instruction in the secondary school is not English, a minimum score of 500 in the Test of English as a Foreign Language (TOEFL).
  7. Other institutional requirements:
    1. College Freshman Admission Test (CFAT) Rating
    2. Certificate of Good Moral Character from the Principal or the head of the institution last attended.
    3. Two passport sizes colored picture with white background.

DOCUMENTARY REQUIREMENTS FOR THE ISSUANCE OF STUDENT VISA

  1. Original copy of schools Notice of Acceptance
  2. Original copy of the student's Personal History Statement (PHS) duly signed by him and with his 2"x2" photos and right hand thumbprints.
  3. Documentary proof of adequate support to cover expenses incidental to his studies.
  4. Authenticated scholastic records
  5. Authenticated Police Clearance Certificate issued by the national police authorities in the student's country of origin.
  6. Medical health certificate issued by an authorized medical practitioner in the student's country of origin or residence including size chest x-ray.

Other documents as may be required by the Consular Officer for purposes of establishing identity and admissibility.

 

GENERAL PROCEDURES IN THE PROCESSING OF ENTRY AND STAY OF FOREIGN STUDENTS

  1. School receives the application of a prospective foreign student.
  2. On the basis of a temporary evaluation of Transcript of Record (TOR), Personal History Statement (PHS) and other institutional requirements, school issues a Notice of Acceptance (NOA).
  3. School indorses a copy of the NOA together with a PHS and authenticated TOR of the applicant to the Department of Foreign Affairs (DFA), copy furnished Commission on Higher Education (CHED).
  4. DFA, Manila approved application and notifies the Foreign Service Post concerned on the issuance of a student visa are approved are required to secure their visa from the Philippine Foreign Service Post in their country of origin or legal residence, regardless of where they are at the time of application. Conversion from other visa category to that of a student visa shall not be permitted.
  5. Upon approval of the issuance of a student visa, the DFA, Manila informs the school concerned on the action taken, copy furnished CHED.
  6. Upon arrival of foreign student school assists him in securing Alien Certificate of Registration (ACR) and Certificate of Residence for Temporary Students (CRTS) from the Bureau of immigration, Manila.

Submission of Student Visa Application to Department of Foreign Affairs

       First Semester             -      Jan. 2 to April 15

       Second Semester  -      June 1 to Sept. 15

       Summer         -      Nov. 2 to Jan. 31
