Wang Yi: Remain True to Our Original Aspiration and Further Advance Our Cause to Push China-Vietnam Relations for Constant Development


On August 23, 2020, State Councilor and Foreign Minister Wang Yi, together with Vietnamese Deputy Prime Minister and Foreign Minister Pham Binh Minh, attended the event commemorating the 20th anniversary of delimitation of the China-Vietnam boundary on land as well as the 10th anniversary of setting up pillars to demarcate the border.

In his speech, Wang Yi said, China and Vietnam are socialist neighbors connected by mountains and rivers, and our people enjoy a profound friendship. During our fight against the COVID-19, our two countries have once again demonstrated the lofty spirit of unity and friendship through supporting each other. Nowadays, the international situation has been undergoing profound changes, and the epidemic is still raging across the globe. As comrades and brothers, we held the commemoration on the border to remember the past and cherish the present, keeping in mind the original aspirations and missions of the traditional China-Vietnam friendship as well as our ideal and faith, so as to push the China-Vietnam comprehensive strategic cooperative partnership for constant development and endow our traditional friendship with new connotations of times.

Wang Yi said, since the normalization of bilateral relations, under the care and guidance of the leaders of the two parties and two countries, China and Vietnam have been committed to settling land boundary issues via dialogue and consultation. After 9 years of negotiation and consultation, the Treaty of Land Border Between China and Vietnam was finally signed as scheduled. Focusing on the fundamental and long-term interests of the two peoples, this is a significant decision made by the two parties and the two countries from the perspective of history and future, which has laid a solid foundation for the common prosperity and development of the border areas of the two countries as well as opened up prospects for deepening the comprehensive strategic cooperation between the two countries. Over the past two decades, with the joint efforts of both sides, significant changes have taken place in the border areas between China and Vietnam. The 1,450-kilometer China-Vietnam land border has become an important bond and a bridge of cooperation for promoting common development of the two countries.

As a witness to the China-Vietnam border negotiations, Wang Yi said, it is touching to look back on this extraordinary course. Facts have proven that no matter what the difficulty is and how complicated the situation is, solutions can always be found as long as we treat each other with sincerity and meet each other half way. Meanwhile, we also realize that holding good neighborly and friendly relations is the political guarantee for properly handling sensitive issues while persisting in dialogue and consultation is the correct way to resolve divergences between the two sides.

Wang Yi pointed out that the world today is undergoing profound changes unseen in a century. China and Vietnam, as two socialist countries, should bear in mind the important political consensus reached by the top leaders of the two parties and the two countries, and take the 70th anniversary of the establishment of diplomatic relations as a new starting point to enhance strategic communication and make overall plans for cooperation, so as to promote China-Vietnam relations for new and constant development. Cooperation in the border areas between the two countries should make even greater contributions to China-Vietnam relations.

We must make the China-Vietnam boundary better serve the two countries' development and people's well-being. Efforts will be made to maintain a good order in the border areas, comprehensively improve the business environment in the border areas, actively promote personnel exchanges and bring benefit to people living in the border areas.

We should strengthen the system and capacity for border governance. We should strengthen and improve the system, earnestly promote the practical cooperation in the management of border affairs, security management and control, port operation, anti-epidemic measures and other fields, and jointly improve the management efficiency and elevate the level of openness in the border areas.

We should promote regional cooperation via the border areas between China and Vietnam. We should accelerate the synergy of the Belt and Road Initiative and Vietnam's "Two Corridors and One Economic Circle" plan in the border areas. We should well build cross-border tourism cooperation zones and border economic cooperation zones, promote the smooth flow of production factors, add impetus to regional economic cycles, and contribute to cooperation between China and the Associations Southeast Asian Nations (ASEAN) and regional economic integration.

We should draw on the successful practice in solving land boundary issues to seek an early settlement of maritime issues. China and Vietnam have accumulated valuable experience in the process of the delimitation of land boundary and delimitation of maritime boundary in the Beibu Gulf. The two countries have full capability and wisdom to continue to solve maritime issues through negotiation and consultation. We should implement the important instructions of the top leaders of the two parties and countries, focus on the general situation of bilateral relations and the need for long-term cooperation, actively engage in dialogue and consultation, seek a fundamental and durable solution acceptable to both sides at an early date and jointly safeguard peace and stability in the South China Sea.

Wang Yi emphasized that the Chinese side is ready to work closely with the Vietnamese side to inherit the past and usher in the future, and make the land boundary a peaceful and friendly one for cooperation, common development and prosperity, in a bid to make new contributions to China-Vietnam comprehensive strategic cooperative partnership and realizing the common goal of both countries.

In his speech, Pham Binh Minh expressed that with concerted efforts of both sides, the border situation between Vietnam and China has remained stable, border security has been effectively guaranteed, and border economic and trade cooperation has been vigorously developed. The Vietnam-China border has become a bond of cooperation and development and a bridge of solidarity and friendship between the two sides, and made important contributions to the cooperation between the two countries and with a third country. The Communist Party of Vietnam (CPV) and the Vietnamese government and people always maintain Vietnam-China comprehensive strategic cooperative partnership, stand ready to work with the Chinese side to further deepen cooperation in economy and trade, tourism and ports in border areas between the two countries, improve infrastructure including roads, railways and bridges, and enhance friendly exchanges and mutually beneficial cooperation between border provinces, so as to promote continuous and in-depth development of Vietnam-China relations. With the joint efforts of both sides, it is believed that the Vietnam-China border will surely become one of peace, friendship, cooperation and development. On behalf of the Vietnamese government, Pham Binh Minh also spoke highly of and expressed his heartfelt thanks to the Chinese central government and its local governments for the strong support and close cooperation in Vietnam's response to COVID-19.

Foreign Minister Wang Yi and Foreign Minister Pham Binh Minh examined the boundary stones between China and Vietnam and traced in red ink over characters printed on respective first boundary stones, and attended a photo exhibition on the two countries' border demarcation and settlement as well as border cooperation.
